To get this feature you can go to Settings > Caller ID Announcement section on Google Phone.
It always has three subsections: 'Report Caller ID' or 'Report only when using headset' or 'Do not report Caller ID'. We can choose whomever we want.
This feature is provided by Google processors not only on Google phones but also on other Android mobile phones. They are also the default dialer on Android cell phones.
